Developing a Policy on School Uniforms: Enhancing Affordability and Accessibility

The Ministry of Education has been tasked with the important responsibility of developing a policy framework on dress code for all levels of education. This move comes as a response to the high costs associated with school uniforms and the concerns raised by parents about the collusion between school administrations and uniform suppliers. The aim is to make uniforms more affordable and accessible to students in both public and private schools.

Expensive Uniforms and Collusion:

School uniforms have become a financial burden for many parents, primarily due to collusion between school administrations and specific uniform suppliers. This collusion often leads to inflated prices, limiting options for parents and making uniforms unaffordable for some. This practice is not only unacceptable but also unsustainable, as it hinders access to education and adds unnecessary financial strain on families.

Government Intervention:

To address these challenges, the government implemented a ban on schools selling uniforms earlier this year. The Trade and Industry Cabinet Secretary, Moses Kuria, emphasized that schools should not be involved in uniform sales. Instead, the focus should be on academic development and the implementation of the Competency Based Curriculum (CBC). By prohibiting schools from selling uniforms, the government aims to create a more competitive market that offers affordable options for parents.

Motion for Standardization and Accessibility:

Recognizing the ongoing concerns and rising costs of school uniforms, Githunguri MP Gathoni Wamuchomba presented a motion in March. The motion seeks to develop a policy on standardization and production of school uniforms across the country. The objective is to ensure that uniforms are accessible to all students, regardless of whether they attend public or private schools. The motion is intended to curb the escalating costs of uniforms and promote fairness and equality in the education system.

The Way Forward: Policy Development:

The Presidential Working Party on Education Reforms recently submitted a report to President William Ruto, highlighting the need for a comprehensive policy framework on dress code. The Ministry of Education has been entrusted with the task of developing this policy, which will include guidelines for uniform standardization, procurement, and distribution. The aim is to create a transparent system that promotes competition among uniform suppliers, ensuring affordability and quality.

The development of a policy on school uniforms is a crucial step towards addressing the financial burden on parents and promoting equal access to education. By standardizing uniforms, curbing collusion, and fostering a competitive market, the policy will enhance affordability and accessibility. It is a significant stride towards creating a more equitable education system, where every student has the opportunity to thrive without the added financial stress of expensive uniforms.
